Daqing
Seven men in Daqing formed a human chain to enter hazardous waters and successfully rescued a drowning boy at Binzhou Lake, who was rushed to hospital.
Social Context
China’s Emergency Response Law mandates community-level rescue training, and Heilongjiang Province recently expanded ‘civilian lifeguard certification’ programs. Such spontaneous rescues are celebrated under the ‘Good Samaritan Clause’ in Civil Code Article 184—shielding helpers from liability unless gross negligence is proven.
Safety Tip
Form human chains only in shallow, stable currents—never in deep or fast-moving water—and ensure all participants wear life jackets and maintain visual contact.
